So when this pup spotted what looked like a cat sitting in the neighboring car, barking probably seemed like the natural thing to do.

His owner in Arizona assumed the moment would pass. She tried to calm him down, expecting the noise to fade once his curiosity wore off.

I am not sure because I do not speak dog language, but that seems like an accurate translation of what the dog was thinking.
