2. Point Lobos’ Rocky Coves
The jaw-dropping beauty of Point Lobos State Natural Reserve near Carmel-by-the-Sea isn’t just about dramatic cliffs and turquoise waters. This protected area serves as a vital habitat for sea otters that thrive in its nutrient-rich waters.
Whalers Cove and Bluefish Cove offer exceptional viewing opportunities. I’ve spent hours watching otters dive for urchins and shellfish, then return to the surface to feast. It was mind-blowing!

Sea otters absolutely adore this place. My first sighting here happened completely by surprise while enjoying clam chowder at a waterfront restaurant – talk about dinner and a show!

These urban-adapted otters seem unfazed by human activity.
The harbor’s accessibility makes it perfect for families or those with mobility limitations. Grab a seafood lunch at one of the harbor restaurants and enjoy otter-watching from your table! The adjacent walking path provides multiple viewing opportunities as you stroll along the water’s edge.
8. Catalina Island’s Crystal Waters
While less reliable than mainland locations, Catalina Island rewards patient wildlife watchers with occasional otter sightings in exceptionally clear waters.
The island’s protected marine reserve status has helped reestablish otter populations that were once hunted to near extinction. The waters around Avalon Harbor and Lovers Cove offer the best chances for observation.
