In California, a security guard saw a dog tied to a fence, unable to free herself or get help. The danger was clear, so the guard called rescuers right away and set a lifesaving effort in motion.

As soon as she received the call, longtime Southern California dog rescuer Suzette Hall sprang into action. She grabbed her gear and headed out to help the frightened animal.
To her surprise, the location was just a short distance from the local shelter. That detail made Hall suspect the person who left the dog knew about the shelter but chose not to pay the small surrender fee.

It’s likely the owner assumed someone like Hall would eventually find the dog.
Still, leaving a dog tied up on the street is never acceptable. She was vulnerable to other animals and had no way to defend herself. If Hall hadn’t arrived when she did, the outcome could have been far worse.
Safe In Caring Hands At Last

When Hall reached the scene, she found the dog visibly shaken. Fortunately, nearby business employees had been feeding her, showing that not everyone had turned away.
